    That version of the crown is by law only to be used by royal or state institutions of government. Fewer and fewer branches of governments actually use it today, with many state institutions ditching their old heraldic shields for modern logotypes. I think most Swedes tend to recognize it from the emblem of the police, and from old coins, but never realising it has any actual meaning.

    The history behind the crown is simply that this version is considered a heraldic royal crown (in Sweden), so it could historically only be used by the King or his institutions. And as Sweden is still technically a monarchy (albeit a constitutional one where the King is little more than a symbolic figurehead) the crown still has this meaning.

    It also means that all other forms of government (regional and municipal) that actually form the bulk of public governments in Sweden, cannot use this particular crown.

    As others have pointed out. This particular emblem is for the old Televerket agency, which is the predecessor of the company Telia. You can still find it on manhole covers and utility boxes here and there throughout the country, if you look closely.
