    It might be, just lower quality. Higher quality saffron has a strong color while lower quality saffron has a more lighter, orangish color

    This is what quality saffron is supposed to look like.

    The colour should be deep and dark. When diluted, it becomes lighter red, then orange and even a yellow-like colour, but the colour of the saffron in the image suggests that the active ingredients are not very concentrated, as some of the strands are already orange and yellow.

    The quality of saffron can also be determined by the length of the strands. Long strands are associated with greater quality and attract a much higher price, whereas what you see in the image you have posted appears to be a much lower quality saffron.

    Such saffron is often sold at lower prices and used primarily in applications where it is more important that you can claim to be using saffron, for legal reasons, than the actual quality of saffron.

    In general, if you are buying saffron for household use, you are really better off buying a smaller quantity of quality stuff. You don’t eat saffron by the spoonful, so buy good stuff.
