Its a fertiliser that can be explosive not actual explosives. The ship is damaged so no one wants to allow it into port. It should be safe-ish as long as there is no initiating explosion. Ships like this travel all round the world all the time, its a common cargo. Very unlikely this is the first time something like this has happened other than the damage.
Its not 20kt of Russian explosives but, well fertiliser.

It’s Russian and was seen acting erratically up near the oil rigs in the North Sea before heading down to the English Channel. If I were a betting man, I would put money on any UK Storm Shadow missiles landing on Russian soil from Ukraine leading to an “accidental” explosion aboard this ship

Needs to be mixed with some fuel oil for full [ANFO](https://en.wikipedia.org/wiki/ANFO) effect (e.g. diesel). Though wouldn’t be hard. I’m sure Royal Navy is ready if action is needed. Wouldn’t be hard to open sea cocks and scuttle if necessary.

I knew a nurse in Kent and she was on a list of people who had to go and help casualties if the Richard Montgomery with 1,500 tonnes of explosives blew up, although that is actual military explosives
