It’s probably just a random group of football fans – the letter O is the logo of the FTC football club. Pálinka is a national drink, a lot like rakija.

The O in tour is the logo of FTC , so i guess the fans put the sticker everywhere they go with their team.
I have no knowledge of pálinka brigád, maybe there is a group among them called this, or just a funny name, i assume you know what pálinka is.

It has the logo of FTC (Ferencvárosi Torgyán Club), it’s Hungary’s potemkin football club where the state pours an unreasonable amount of money so we would at least have one team that makes it to the Champion’s League preliminaries (where they get booted pretty quickly every time).
So it’s probably a fan group named after pálinka which is an alcoholic drink.

It’s national shame. For one, it is linked to one of the most agressive football fan clubs who regularly vandalizes the city after a match and bullies other people (even non-football fans). And second, it suggests they take pride in drinking alcohol, which quite controversial given that alcoholism is so wide-spread in Hungary. (Lastly, I believe sticking such stickers onto public property is against law in Malta too.)
