Students smoking cannabis, when did this behavior start?

The title doesn’t really do this justice, they weren’t just sending cannabis to students they were using them as recipients for large scale snuggling.
That said, alcohol has done more harm to students than cannabis ever will.

The UK has backwards drug laws. Why is UK weed so strong (with higher risk of psychosis compared to other strains)? Because imports of the less potent cannabis from Morocco/Lebanon were clamped down on, leading to stronger UK-grown variants dominating the market. This weed from Canada is no doubt safer than UK skunk.
Why is the UK the only problem in the world with a spice problem (way more dangerous than weed)? Because the government found out UK prisoners were using cannabis and started doing drug tests and punishments for prisoners. Spice was developed to get around drug tests, causing havoc in prisons and then in the public.
