Let us not forget:
1- Armenia was the one that allowed the COP29 to be done in Baku.
2- They are obliged to invite every country in the UN.
So they’re just serving us the cake we baked them, meanwhile distributing disinformation about border shelling, “the biggest caliber of this year”. And a recorded 12 flights to Israel in the first 6 months of this year, while in 2023 before the ethnic cleansing total flights were 19 total.
I don’t think the Armenian government won’t go. They probably will, and it will probably cause many reactionary Armenians to act up (or react).

They should let Azerbaijan know that our delegation is already in country and appoint Ruben Vardanyan to participate in the sessions.

This is nothing but a diversion. It’s to թոզ փչել in the eyes of the world, “look how peaceful we are”.
Without a comprehensive peace agreement, signed in front of Western guarantors, going to COP29 would be a gift to Aliyev. Since we know he wants to attack Armenia after COP29, that visit will be used after the fact to say “oh we tried to negotiate with them, but they left no chance for us but to do this”.
I really hope our side doesn’t even dwell on this.

Despite the fact that they’re obliged to invite UN members to a UN-led conference, this is their sneaky PR tactic to show Armenia in the bad light.
If Armenia agrees, there’s a high security risk a’la Ramil Safarov case. If Armenia refuses, they’d be like “see? They’re the ones who don’t wanna talk, they’re the ones who don’t want peace”, as if Armenia was the side jeopardizing peace process.
