A mentally ill person is doing this as it seems, did it hit anything, your window? If it was just laying there without damages the police will probably not investigate much. You could ask your neighbours if they received anything like this, so then you can be sure it is not targeted at you specifically
Stuff like this happens. I have had similar stuff in my mailbox. Schizophrenic / psychotic people spend time writing stuff like this, spend money photocopying it and spend more time and money distributing it. I would not react in any way and hope nothing else happens. I would not be afraid, but also not seek contact to whoever has done this. It is quiet probable that it is nobody from your building, but from outside (except if the balcony is only reachable from other balconies).
If you ask the local police station closest to you, they will probably know who it was, because those people tend to have certain patterns of behaviour, and there are not many of them.
