That’s the prince only for the ICE 120 which Deutsche Bahn (and NS) operates. For the FLX 1236, you need to buy another ticket from Flix, since FlixTrain tickets are only sold by them.
“Route section price”, under the 19.99 pricetag, is supposed to mean the above, but it’s not a common English expression and it only makes sense if you either read the footnote, or you know what’s the German term it’s supposed to translate. It’s the price for (only a) section of the route, or in more normal English, it’s “partial fare”.
It says “route section price”. The price is only for the section on ICE. Flixtrain still requires an extra ticket.
So no, you can’t get from Berlin to Amsterdam for 20€. And I would pay a bit extra to avoid Flixtrain because they don’t cooperate with regular railways so if something goes wrong, you’re on yourown.
