You don’t need a line for parking. If it has a good visibility in both directions and it is not on the hill, you can assume the central line would be striped (allowed to park to the side normally). If you think a solid line would belong there (bad visibility, on a hill), then you must park the car 3 meters from the assumed line/center of the road.
I think I understand the question’s logic. If there is a solid line and a parked car blocks the lane, cars are not allowed to go over the solid line.

The rules are a bit ambiguous in a way that the one doing the parking can be breaking the law quite easily. A short English translation would be that you are not allowed to hinder other traffic in any way or cause extra danger. Judging by how narrow this road is, I don’t see how one can park without potentially breaking the law.

I thihk Finland has similar rules than Switzerland : parking is only allowed where its marked as parking. Anywhere else it is forbidden.
For sure I’d not park the car there and fly to holidays for 2 weeks 😉
