A driving license has always been pricey and people have always known that, so they prepared by saving, as the other commenters said.
A lot of teens have Konfirmation/Kirchweihe at age 14 and get comparatively much money from family, family friends and neighbors. They often used to put that money into fixed savings accounts for 4 years specifically for the driver’s license.Â
Many teens start working part time jobs between the age of 14 and 18 and save a portion of that income for the license. And family members might gift you “2 driving lessons” for your 17th or 18th birthday.
Most people do get their license while still living with their parents and having no or very little other financial responsibilities. They know that these costs are coming and prepare for it, sometimes years in advance. I don’t know a single person who went into debt just for the license.
