EU and/or NATO states should set a cut off date for their citizens to leave that shithole of a country and whoever voluntarily stays after that won’t get any consular help. Only make an exception for the diplomatic personell.
The paranoia seems so high that I doubt anybody without diplomatic cover can do any intelligence work worth the risks anyway.

TLDR summary
A Moscow court sentenced French researcher Laurent Vinatier to three years in prison for gathering military information without registering as a “foreign agent.” Vinatier, an expert on Russia and the former Soviet Union, pleaded guilty and was tried under a particular protocol.
Prosecutors claimed he gathered information on Russian military mobilization and politics, potentially threatening state security. His lawyers argued for a fine instead, citing his family situation. French President Emmanuel Macron criticized the case and called for Vinatier’s release.

I have suspicions that he was arrested to take killers and other Putin’s favorites from European and American prisons. So consider him taken hostage.
