It’s a huge difference, nobody will launch conventionally tipped ICBMs, MRBMs on the other hand are used with conventional warheads.
An ICBM launch would also trigger US satellite detection and radars.

It might just be my lack of knowledge, but wouldn’t one of these missiles be much more expensive than regular missiles that basically do the job just as well? Which basically makes it a propaganda statement. Or, of course, it means that Russia is running out of other missiles but that doesn’t seem that likely to me.

Ukraine deserve to win this war and to defeat evil, as the west has kept its distance has only made Russia and china stronger, to even think the west try to distant itself from this war, only shows that Russia will come for everyone in the future. If Ukraine goes down, nato wouldn’t even care, and EU would call it an unfortunate event. Freedom of the west is no longer deserving as they don’t try to protect freedom of life in Ukraine. Think of the numbers of china and Russia, they are slowly eating up the world, it might be too late to even stop them.

Any ICBM launch from Russia would be seen , tagged and and reacted to appropriately by all nuclear states on this planet capable of holding a nuclear trident and/or a functioning orbital satellite network before you could complete a single Dark episode.
That being said, none of the early signs that nukes are being considered have been observed.
The very first sign that Russia isn’t bluffing any more , for any European reading this , would be us the Indians or the Chinese backing out of committed deals and/or prepositioning our individual military assets near our own flashpoints i.e if the news of Putin warning with nukes coincides with news of border deployments in LOC and/or Indian corps backing out of deals, this would also coincide with news of uprisings/invasions in Africa , unrest in Berlin , then it’s probably a wise idea to contact your nearest VaultTec Representative.
